Truck will not engage in gear.mremoved the inching valve and checked the fluid. It does not even bog down, or slip, just no movement. Possible valve body issue?

check you transmission pressures if no pressures confirm you suction screen is not plugged, if screen is ok remove the small top cover on the transmission bell housing. You will than see a gear driven trans pump. Those gears can break or the pump has failed.
Yes, you could also have valve body issues. Clark has kits available.
