Raymond EASI R40TT:
break assembly replaced- breaks wont bleed

I am new (yr an1/2) to working on forklifts, I have worked on cars/trucks for many years. I replaced the break assembly on a raymond EASI R40TT
S# EZ-D-09-39853, my problem is I can't seem to get the breaks to bleed out. The master cyl was replaced about 8-9 months ago, my trainer and I replaced it when it went bad. I have access to Raymonds Iparts program, I have followed every step in the manual to try to get this break to work. I even tried to bleed air out of the pressure hose at both sides (master/break assembly) still no luck. I have the correct gap under the adjusting screws 0.008. the pedal is slightly above 3inches which is around the correct height, the spring on the master looks like its adjust to the correct size. the manual says to place a hose directly in to the reservoir and other end on to the bleeder screw to bleed. still no luck. something I'm missing?? going to try bleeding with cap on and in to a bottle. any help is much appriceated.

Edit: I found that the installer/trainer did not remove the dust bellow (from the master cyl). The install procedure says to remove the bellow completly. Once I did this I was able to get the break to bleed out more but then found the bleeder screw to be leaking. Causing more issues bleeding the break out. trying to get a new bleeder. After I try that I would say its a defective seat where the bleeder goes.
