Air brakes sticking even when caged

Ok ready to pull my hair out if I had some! This hyster has been a pain in the keister! Air brakes are sticking. I caged them all the way! They are still sticking! And when I push the brakes they still work! Why would they still work and I need help to get them unstuck! Now this thing is a dinosaur and I'm new at air brakes please give me some insight and help with this headache please!
