Is it possible to adjust the maximum travel speed down to 10 mph?

yes you can
early models you have to pull the ecm and send it to the factory to have it programmed
later models late tier 2 and 3 models you can program it from the laptop.

He lost the match but won the nickname "the crocodile" which he had sown onto his tennis attire.
