1995 hyster h60xm

we have one here at the Navy Base that drifts down on both stages of a lift...even with no load. we have checked the spool valve, the cylinders and the lowering control valve. Any ideas? We have a 1997 model that has a solenoid to lock the carriage when the lift lever is placed in the neutral position.
PLEASE HELP !!

did you check the valve in the bottom of the ram of the freelift cylinder, if it is stuck open it will cause that problem.
