In both Australia and New Zealand government transport authorities have included Transport Loaders / Packers in the "Chain of Responsibility" for breaches of road laws and stated that they may be held legally liable for any such breaches. Changes implemented by Vic Roads and other roads authorities in September 2005 require loaders / packers to ensure they have taken all reasonable steps to prevent a vehicle exceeding its set mass limit.
Recommended measures include fitting scales to loading equipment and keeping a 'running' total of the weight and providing this documentation to the truck drivers.
