Yale ERC040AHN

I've got a ERC040AHN48TE094 ser C814N01710D that's got a line contactor problem. It seems to be really finicky when trying to turn it on. When turning on the key switch, the dash display will show a code 7, no battery level, and the wrench light is on. The line contactor doesn't pull in and no functions will work. Once in a while it start up normally.

Any ideas what code 7 means and what I should be looking for?
