Won’t travel full speed

Truck will only go 3.9 mph in either direction even though the speeds are set at 7 PUF and 5 FF. Another service provider recently did a software update on this truck if that helps at all.

Having this same exact problem to the letter. Analyzer shows HSS at 1 and doesn't change. Problem is I can't locate the HSS, any idea as to where it's located?
