Linde (& Baker) BRT-35:
Won't move fwd or rev

I have a Baker BRT 35 that won't go fwd or rev. Hydraulics work. Battery has 37 volts. Contactor near brake cylinder won't come on. When standing on pedal I get volts to coil but no switch to negative. Anyone see this problem?
