Used Lift need some advice.

We are testing a lift here and the inspection reveal that the emission standards are not respected..The technician say the Toyota models have automatic calibration modules that are not adjustable.
According to him , the regulator or the computer need to be changed. ( controller = $ 1200 computer, over $ 4,000 ).. Does anyone know how to verify if its one or the other? We are not interested on puting 4k in but 1k will be ok
