Travel speed limited

I have a customer that has 5 toyota lifts. 1 of them will rev up high while sitting still and while operating the forks but while driving will only reach about 1500 rpms none of the operators will use that lift. There is a small electric actuator that the cable from the throttle pedal goes to then another short cable that connects to the carb. Is this an electronic governor? Is there any way to adjust this system or does he need to call the dealer ? Thanks JJ.

There is a pot that set the top speed. It should be a cover with a tamper proof screw holding it on, I think it is by the fuse box and battery. That electronic governor is also prone to having broken wires at he connector.
