Transmission problem

Hi all,
First post.

I have a Samsung fork truck and it has a transmission fault
It does not move when it is cold forwards or backwards.
When it is warmed up it does move but with not much power and very sluggish.
It Almost seems like the clutch is slipping as it seems to move better at lower RPMs as when you rev, it slows for a second then picks up again like a slipping clutch on a manual. I have drained oil and replaced filter. Checked inching valve and disconnected brake line to it and that part all seems to be returning with no broken springs.
It has a Clark TA18 transaxle.

If anyone can shed any light on this problem would be great to hear!
