Toyota mast lowering issues

I have a 7FBEU18 quad mast, the cylinders go up fine. When you try to lower it will drop about an inch and then almost lock up but it lowers at about an inch every minute or so. It happens in free lift and the other stages at all heights. The rollers are good, check valve in free lift cylinder is good. All hoses and mast related valves seem to check out okay. The problem started out occuring with slow lowering but now it is a lot worse.
Should I be pulling the valve body and checking the lift spool? Someone has suggested the electronic solenoid but it seems to operate correctly...
Any ideas?

You could have a problem with the lowering flow control valve.
