Tilt only operates with Lift control up slightly

I must rev engine to operate tilt cylinders. Then when lift has load, tilt cylinders only operate with boom control pulled back slightly, not so it operated but can hear fluid bypassing. Otherwise everything else works perfect. Lift has been counter weighted to pick 17k at times.
