TILT BLEEDS DOWN UNDER LOAD

I Have this E35XM that the tilt feature will bleed down when under load intermittently. Am I looking at a Control Valve concern or is there a check valve in the tilt system? Thoughts?? Suggestions?

Probaly a bad packing in a ram.
