Starter is turning but the engine is not? That's either a faulty drive on the starter or faulty teeth on the flywheel.
Turn the engine over a little bit manually & try starter again. If engine still doesn't turn over, remove the starter & inspect the clutch in the starter drive. It should freewheel in 1 direction & lock in the opposite direction

I just had a fortis GM hyster exhibit the same symptoms you describe- turned out the fuel regulator (LPG) was defective. Unit was hard starting & once started, ran extremely rough. Only ran better once throttle was depressed & engine raced for a few seconds. Engine ran good as long as throttle was kept above idle- if allowed to idle- would start to load up & then start hunting. Replaced regulator & all symptoms vanished
i would not be so quick to replace the starter just yet
this 'slow start' symptom can be caused by things other than the starter itself.
if your getting any chattering or clicking on the starter solenoid?
then the problem could be in the wiring control circuit as well.
and by all means please do check the alternator output to make sure its charging the battery.
The reason your getting the high amp draw across the starter is that it is trying to compensate for the voltage loss, this will ultimately burn up the starter if the real issue is not repaired soon after it starts happening.
The Hyster FT series lift truck is equipped with starter lockout. If the starter is engaged for a period of time( can't remember the actual time frame), the system will lock out the starter. You have to turn the key off and retry to reset. If the starter drops out before this time or slows, I would guess a starter fault. I correctly tuned engine, Vortec 4, or Mazda, will start rather quickly.
I work on a few fortis units and none of them have the starting scenario you describe, they all start as any other engine does. If you have 10.8 Volts at the starter & the starter slows & then stops turning, sounds like the starter is faulty.
How long does it take for the engine to start? What engine is in the unit-the unit's I service have the GM Vortec 4 cyl. They start in about 3-4 seconds.
