unit will lock out with 2 people under 300LB total weight No codes

unit will lock out at 4 feet lift when 2 people total weight under 300LB total.
unit will not operate at all has to be lowered from emerg. valve to lower.
But with only 1 person 275LB weight the unit works fine. no codes
