LINDE 393 H30 problem with running

Hello
I have LINDE H30D 393
I have a problem with movement, moving nicely to half throttle, after that almost a forklift to stop. Do not show any error. Does anyone have any idea what it could be?

The series is 393-01 no serial number.
Motor speed increase but falls the voltage on solenoids(The forward and backward)
To half throttle voltage reaches the 6-7v. After that falls to 3v

Does the engine go to idle when you hit half throttle and beyond?
Creeps at half throttle to full throttle?
