I am also having issues with an E21 code. All my wiring is good, and I've replaced the air sensor. And the owner replaced the mixer and throttle body and the propane regulator before I got to it. It idles a little rough and the minute you go to rev it up, it falls on its face and barely runs

Hello jeremy. I closed the positive (+) for 16 hours, and returned to normal tou.Stop the blinking lights on the dashboard and code.To machine seem to be working normal.Thakk you very match for your valuable assistance.
Use a stop watch to be precise
Turn on key wait 3 seconds
Depress pedal 5 times
Lift off pedal 7 seconds
Depress pedal until hour meter and code alternate approx 10 seconds
Lift off pedal
Depress pedal until only hour meter flashes

it relates to mass air flow sensor, this code will be caused by a broken wire near the maf, this the sensor with five wires after the air cleaner, repair wire and perform pedal dance and this should cure your problem.
