load bounces when lowering

I have a GDP90VX that is giving me problems when lowering the load. No matter how slow I try to lower it when under a load the load starts to bounce when lowering. The unit does not have an accumulator. Could the CP10172 check vale on the return line cause this problem?

Sounds like air in system have you bleed it out
