Steer Motor problem

I have a PR4500 with a DC Power Steering Motor. The motor does not engage all the time causing loss of power steering. I have verified power to the solenoid, the Access is displaying "ON" when looking at A3.4 while standing on the presence switch and brake.

I have replaced the solenoid-it appeared to have been tapped a few times in the past.

I have also replaced the brushes in the motor. I have power to the solenoid, FU1, 2, & 3 are all good.

I have to be missing something simple.....

how about this:

the steering circuit is loosing it's sensing signal from the steering tiller and is timing out. This might explain why it appears the access123 might be loosing an output signal to the solenoid, because it actually is turning it off because of loosing input from the tiller encoder?

does this sound about right?
if you have the ability to monitor the steer motor solenoid turning on and off i'm sure you have the ability to monitor the tiller encoder signal too, yes?

Please explain why access 3 would send a false negative

when you see on when checking the display it means that the access 3 has sent a negative to the solinoid to allow it turn on. you might want to check the positive to the solinoid or you might have a bad access 3 not sending out the negative it thinks it is sending out
