update. got it fixed. found the switched hot wire to the #1 relay box was broken inside the plug.it was not visable. found it with a wiring diagram.

thanks Roadtech. i cut all the loom & tape at the tilt, i have found that on a lot of lifts. my service manual didnt say anything about a obd connection. if i need a dash can you email me your phone number at [email address removed]. thanks again for the info.

Check the 5amp fuse that is on a single wire right next to the fuel mixer, also may want to check the Cam & Crank position sensors on the front of the engine for both moisture and see if they are connected or shorted.
Under the cup holder on the right side of the dash you can pull the cup holder out and look right by the tilt lever control there should be a white OBDll connector ( may be taped up) you can hook up a hand held device to. I may have a new dash panel for this truck also if you need it. Also check the wiring harness where the steering column tilts, there was issues with the harness pulling out of the plugs or wires breaking from the harness being too short.
i checked the relays. the ignition relay closes when the key is cycled. this truck has 2 relay boxes. 1 in the foot well & 1 by the battery. i changed them out with another lift that is running.
One other thing to check if you haven't is the relay boxes in the footstep wells,this is also where the VCM is on these I believe....check relays to make sure they are good and connections for water...right footwell I believe...
i have pulled & cleaned every plug from the dash to the fuse box. can the dash cluster short out on these lifts?
Yup- I agree. I'd just start pulling every connector apart I could find & blow them dry w/ air. Hopefully you'll find one that's still waterlogged.
thanks for the reply but this truck has been setting for 3 weeks. you would think it would have dried out.
Just let the thing air dry for at least a day before you start chasing your tail. I've seen this one any number of times. Advise to NEVER use water to clean the lift- always air
