Toyota 24v Order Picker.

Order Picker 24v. no codes, but feels like turtle speed. (SLOW). While making a turn to either side its even slower. While going forward or reverse it seems to intermittently catch up to speed. But still ends up going slow like a partial brake is on or maybe the joystick needs to be re-calibrated. I got full voltage, got gear oil to full mark with ok Viscosity. Nothing stuck on load or drive wheels. Can anybody help ???

Thanks for the response. Model #7BPUE15 I actually found the problem. The lift acted like it was fully extended. The sleeve that hits the contact was bent, never making contact while going down.
