wont lift when loaded

so my walkie lifts fine when empty, but when I go to lift a pallet it raises about 2" and wont lift no more. even while trying to lift my tilt, reach, and left to right functions perfect. Advice?

take a pressure reading of the lift system. it takes less pressure to run reach/tilt/ss than it does to lift while loaded. fyi there is an adjustable pressure relief on the side of the pump.
