Is the data plate in English? Perhaps they are grey market trucks which aren't supposed to be here. I thought you meant that China was setting up dealerships & importing non-compliant trucks.

I would not want to be discussing breaking US federal law in an open forum, and (while IANL) it certainly seems to me that it would be breaking US customs law to import a "_non-compliant_" unit into the USA.
