Silent hoist / retrofit with Zapi controller

We recently did a retro fit on a large electric / hydraulic forklift, with a zapi H3D controller. The only problem we are having is that when the pedal is depressed, the machine runs slow. If you double pump the pedal, the machine goes to fast speed. We checked all wiring, and all looks to be fine. Im thinking it might be a programming function...............anyone ?? Any info would be greatly appreciated. Thanks in advance!!!
