Charger is wired for 3ph. Is there a way to rewire to operate on 1ph. 220/240Volt.

You can not run a 3 phase charger on single phase period. The only thing that you can do is to buy a phase converter which changes your single phase power to 3 phase.
You can run a single phase charger on 3 phase however by only only using two wires plus the ground.

IF it has 3 transformers you rewire them so they each are powered by the 2 legs of the single phase. Make sure the voltage taps for the transformers and contactor are set for 240.

I believe you would have to change the transformer in the charger to do this
