Toyota 7FBEU15

I HAVE A 1996 TOYOTA ELEC FORKLIFT THAT IS GIVING ME ERROR CODES OF ( C1 ) & ( E3 ) - I HAVE THE MANUEL BUT IT DOES NOT TELL ME INFORMATION ON ERROR CODES.. DOES ANYONE KNOW WHAT THESE CODES MEAN???

I want to say that the those codes are related to a cooling fan issue. There is a fan above each controler and i am willing to bet 1 of them is not working.
