TCM FB15-7 Steering woes

I have a TCM FB15-7, yom 2004. It blew the steering IGBT's (both) and the small driver card. The parts have now been replaced, but the IGBT's are running at 60v!!!! (this should be max 20v) (This is on the gate side) I have replaced the power supply board but no change. HELP!!!
Cheers Jason
