One wheel spinning

Hi everyone, we have a Toyota FGCU32 LP Gas model that recently feels like the parking brake is dragging. I noticed the left wheel spins when throttle is applied but right wheel feels like the parking brake is dragging. The forklift will drive fine once you get it rolling but with the left wheel spinning it has very little traction to get going.

With forklift jacked up on the right side and right wheel removed, I can spin it freely and brake doesn't seem to be dragging as I thought. Any ideas what the problem could be?

All fluids are full and everything seems ok.
