Had a unit with that code and the steer motor encoder bearing failed the test shown it was not counting. Eventually found out it was not the steer encoder bearing but the steer AMP was the issue. Was told by an experienced tech to always change the steer amp first before a steer encoder bearing, its easier and faster.

GD-open detected in steer motor encoder.
Did you take it out and check to see if the hardware came of and encoder is loose. Maybe just needs to tighten.
