Hydraulic steering issue, J40XNT

Hi, new to forum, I've run into a brick wall.
I'm Working on a J 40 XNT with a steering issue. It's steers fully to the right, but not to the left. Disassembled the steering head and found it had some major wear in the gears, so all parts were replaced. Still not steering fully to the left.
Tested the steering control unit and the pressures were about 100 psi above normal(1100psi +-25 psi) so that was replaced.
Still not steering fully left.
I Need help trying to figure this one out, all hydraulics work ok.

PS. The actual model is a J40XNT, not XMT, but I could not find that listed.

I disconnected the hydraulic lines to steering gear, the steer axle will move fully left and right manually. With no weight on the rear of machine.
What would be causing my binding then?

I did that, when assembling, lined up the notches on the pinion gear with the center tooth on the shaft. There was no hydraulic fluid in it when I assembled it is it possible that it got out of time when installing onto the forklift ?
But the odd thing is it had the exact same problem before I disassembled the steering gear.

When you assemble the rack steering you need to insure that the shaft is centered with the steer wheels straight.
