Nissan K25, Nikki system sounds like hitting rev limit

I've looked through the various forms similar to this model and don't see a problem similar to mine.
Idles fine. Accelerate and it seems like it's hitting the governor.
Regulator pressure 4 psi. Throttle control pot has one wire at about 1.5v ,the other about 2.5v WOT. Limiting pedal travel with stop bolt helps slightly. Rotating adjustment no help. I'm not equipped with handset or any service materials. Any ideas? Thanks

Thanks, but it has an analog hour meter. I should have mentioned that the MIL dash light is on. From what little I know, I don't have a way to get a code.

If there was anynhard issue with the electronic governor or accelerator there will be a code displayed on the dash..and code present...will begin with E or F
