Engine starts and goes to high idle

Ring gear and crank sensor just replaced, now when unit is started the throttle actuator strokes throttle shaft to full throttle. all wiring looks ok and when the hydraulic pot is unhooked the unit will idle but will not idle up. Any info would be helpful.

Thanks Russel for the info, turns out the crank sensor was installed with too much tooth/sensor clearance. Set it at 5mm and unit idled ok.
