Brakes fail when the forks are loaded

We just got this 1995 doosan/Daewoo G25E-3 forklift and my boss wants me to fix the brake issue it has. When the forks are loaded with a good amount of weight, the brake pedal will sometimes go to the floor but if there is no load on the forks, it stops just fine. I'm thinking it might be the brake valve but I'm not sure and I'm new to the wet disk brake system.
Any ideas would be greatly appreciated.

Hi Kirk,
There is probably an internal leak in the brake valve. Seal kit works.
However, it is still useful to remove the wheels and check if there is any oil leakage from the square rings.
