Thank you for your help! Problem was solved I replaced the UICL= Unit In-rush Current Limit. It's a small printed board, has 3 thermistos (PTC's) those are used for slowing in-rush currents... Thank you all..

They are a pre-charge issue code. Did you happen to wire in lights or a strobe? If something is wired in where it puts a load on the pre-charge circuit it goes into shut down.

Actually I forgot to mention It's an Electric forklift and it just shows light w/wrench blinking and not respond. Serial # 623123

codes are not listed, are you sure it was 31 and not E1?
E1 codes relate to pump motor circuits.
