Check your gate switches (operator compartment) and lift limit switch bottom of the mast...either one will lock out high speed and there is the hands free switches to consider. Is the hands free indicator on ? It will let you drive with one hand but high speed will also be locked out.

check the brushes and commutator brush wear should not be less than 9/16" if I remember correctly
calibrations and settings for these are done with a Curtis handset 1311-1101, 1311-2201, 1311-3301,1311-4401 same handset different levels of access I believe crown sells a kit with a 1311-2201 Service Level.
I remember replacing a lot of drive motors on these.
Didn't see any jumpers, it's looking like things are programmed via a programmer for this thing.
Anyone have better knowledge on these lifts?

Check your terminal strips for jumpers, The flat metal type. you can jumper out the controller to only allow slow speed only. Check your prints, Some customers would have some stores locked out of high speed operation for safety reasons only to ship the unit to a different store and they would want the high speed back.
