Telescopic cylinder

Rebuilding the telescopic cylinder on a JLG 40HA. At the rod end, the rod seal does not fill up the groove. It could "travel" back n forth approximately 1/8". I've never seen a seal that it suppose to go back n forth. Should there be a spacer ring to take up that space? The old one had disintegrated and wasn't anything left of it. Planning on calling JLG tomorrow. Any help would be appreciated. Thanks in advance.
