This lift i am working on now when you turn left or right is very late. it is like little pressure is getting to the steer cylinder.
when I lift the rear wheels in the air the steering is fine, but as soon as I set it down and start to drive it's back to the same problem.
Sometimes I must turn the wheel around ten times before the lift is fully turning.
any help is good

you may also want to check steering relief valve pressure and priority valve
these 2 other things can cause poor steering
but by all means do check the cylinder also

Sounds like a bypassing steer cylinder, crank the wheel all the way left or right (you decide which way steers worse) bottom the steering over relief (so its not moveing any more), while maintaining pressure at the steering wheel crack open the line on the return side of the cylinder (the non pressured side) or have some one do it for you. You should not see any much (if any) fluid being "pushed" out of this fitting if you do then the only place its comeing from is thru the seals/O rings in the cylinder, then it should be resealed.
