check the steer axle real good for wear, it might be binding up from worn parts?
i've also seen this caused by a faulty steering priority valve
(double check your pressures)
plus as was mentioned the orbitrol valve may be sticky making it hang up
Could also be the orbitol box "steering box". Reverse the lines on the steer cyl & see if the symptoms stay the same or reverse.
Sounds like the seals on the piston in the steer cylinder are bad. I have also seen that if the operator crashes into a post with one of the steer wheels it will crack the one side off the steel piston.
