Linde (& Baker) E40:
Slow speed

Hello everybody!
In the company where I work we have a problem with a electrical Linde E40. When the operator switches it on the forklift goes well after he presses the forward or reserve pedal for the fisrt time. But when he tries to do it again the forklift goes very slowly. To go faster he needs to restart the engine and press the pedal. Does anyone knows what might be the problem??

I have just recently aquired a linde walk behind lift model #ews40-02 it has a slow/weak drive when tapping directly into the main power cables it reads 12v dropping only to 11.3v when put in drive... it lifts very well since I've replaced the hydrolic shaft...I am wondering wethere the speed control might be burnt...any ideas also where could I download a wiring schematic for this
