Rpm fluctuations

Working on a G25E-5. Full throttle under a load the rpms fluctuate 300-500 rpms. Changed the mixer, regulator, plugs, oxygen sensors, coils, fuel filter and checked the trim valves- 26 ohms. Doosan can't help. No codes present or occurring. This is a Hyundai engine with tier 3 Woodward. Any ideas?
