After playing with thus some more I was able to get the wheel to stop by unplugging tach. Replaced tach. Unit was operational for about 5 minutes. Now it through a code c016 and wheel is back to spinning again all the time until I unplug tach. I checked for debris under acceleration pedal, clean. Parking brake stays on all the time. I am hoping that the new tach is not now bad. Any ideas?
