Disconnect the plug to tacho for the steering. It is mounted directly under the steering wheel. The tacho sends a signal to the main controller once the steering wheel rotates. Maybe the tacho is sending a signal even when the steering wheel is stationary.
If problem persists disconnect steering output circuit at main controller. If steering stops then the fault is probably in the controller.

Fact of the week
The word "okay" (or its abbreviation "OK") originated as a humorous misspelling. In the 1830s, a fad in Boston involved using abbreviations of intentionally misspelled phrases. "OK" stood for "oll korrect," a playful mispronunciation of "all correct".
