actually the tires are what causes the static buildup (especially non-marking tires)
the static strap is the nylon strap that hangs down from the frame touching the floor.
if the nylon strap does not stay on the machine you can try hanging a small chain off the counterweight or somewhere you can attach it to the frame and have it drag on the floor.
Just don't make it too long, you don't want it to get caught on anything like a dock plate and get pulled off.
it only needs to 'just touch' the floor so it can discharge static from the machine.
