well my first thought was you may have connected the power cables to the motor incorrectly but since you have moved them and nothing changed it could be something inside the motor.
Make sure the motor is the same part number, also i would compare that motor to the one that came off of it.
Possible they sent you the wrong one tagged incorrectly?
