I've hired guys that claim to have a starter set, yet show up with a two part, plastic marine battery cover filled with random Allen,hex, and flat drivers, a hammer, and a crescent. I've also hired guys from a construction site, who had no tools but knew how to use the tools. I've found that the guy coming from construction either loves it or hates it. If I've loves it, the transition is easy. The point is sometimes it's about the tools, but most the time it's about brain behind the tool.
