a code 213 indicates an internal fault in the controller
it has detected an under/over voltage in the controller (this is a drive controller fault not a hydraulic controller fault)

After going through the manual they have changed this system somewhat and it is not like the older systems, the codes have changed due to the change in controllers i suppose. And judging from the parts manual the traction and hydraulic controllers are combined into a single unit.
Does this sound like what you have on this truck?

anyway it speaks of the 'watchdog' circuit detecting this condition

in the symptom section it just says ' the lift truck does not move'

in 'probable cause' it says fault in the hardware section of the logic card, replace controller.

it is not specific on what it is, the explanation is very generic so unless this is keeping the truck from traveling or is a nuisance intermittant code i wouldn't worry about it too much. A low battery state or turning on the truck right after charging could of triggered this condition briefly triggering this code. These AC controllers are very voltage sensitive and do not tolerate much fluctuation in voltages without throwing a fit :o)

as for the language settings if you can figure out how to navigate through the menu system after gaining access to the service menus and can find the Truck Settings you can go to the language menu and change it temporarily but i imagine that would be difficult unless you could translate it while doing it... a time consuming process most likely. The easier way would to be to hook up the laptop and use the ETACC program and go from there.
