Larry, not sure if you sorted it out yet. I had a similar thing on a 3 ton Hangcha forklift gearbox we rebuilt. From memory there was an idler shaft (from memory it was just a shaft with a gear either end)which we put in back to front which caused the same thing as you are having happen
