if your trying to measure that signal with a volt meter you probably wont get a definitive reading. It pulses so fast your meter probably doesnt pick it up.
You'll need the diagnostic software to monitor whats going on in the ignition system, it has a graph readout along with digital readings that show that.
Of course there could also be a problem with the pickup sensor on the reluctor wheel.
